Reminder: China’s Low-Value Express (Category C) Export Declaration
New Adjustments to China Customs Policies
Thank you for choosing UPS as your trusted partner. Please note the following information regarding export declarations for low-value express shipments (Category C) from China.

Effective July 1, 2022, when submitting the units of measure corresponding to the export commodity code, you must provide the exact quantity for the second statutory unit of measure. For example:
| Product category | First unit of measure | Second unit of measure |
| Fabric products (such as fabric samples, curtains, billiard cloth, etc.) | Meter | Kilogram |
| Clothing (such as dresses, T-shirts, etc.) | Piece | Kilogram |
| Electrical equipment | Piece | Kilogram |
| Machinery | Unit | Kilogram |
| Machine parts | Kilogram | Piece |
In addition, the quantity shown using the second statutory unit of measure must be reasonably consistent with the quantity shown using the first statutory unit of measure.
If you are unsure which second statutory unit of measure applies, please check the commodity code (HS).
Requirements for Export Declarations for Low-Value Express Shipments (Category C)

To ensure your low-value express shipments (Category C) comply with customs export declaration requirements, we remind shippers to provide complete and accurate shipment declaration information and documents:

In addition to meeting the above requirements, the export customs declaration documents provided by the shipper must include, but are not limited to, the following information and documents:

- The 10-digit customs registration code of the shipper or its operating entity
- Commercial invoice (with an accurate description of the product name, country of origin, quantity, value, etc.)
