UPS Surcharge Regulations 2025 (North China and East China)

The following fees need to be multiplied by the current fuel

1. Address and delivery

• Change of address：For each change of the recipient address, an additional RMB83 will be charged for each package, with a maximum charge of RMB318.50 per shipment. If the address is incorrect or the address is a PO Box and cannot be delivered, this fee shall be paid by the sender.
• Residential delivery surcharge: UPS will charge RMB24.50 per shipment for deliveries to residential addresses (including private residences and non-public offices), and RMB811.90 per shipment for shipments using UPS Worldwide Express Freight service.

2. Warehousing and customs clearance

• Demurrage: A minimum charge of RMB72 per shipment per day or RMB1 per kilogram per day (the greater of the two) applies to shipments that have not completed customs clearance within 3 working days. This charge will be calculated and collected from the 4th working day after the arrival of all shipments, and does not include delays caused by UPS, Saturdays, Sundays and public holidays.
• Third-party customs clearance agency fees: RMB127 is added for each shipment. When the consignee chooses his/her own customs clearance agent, UPS will forward the customs clearance information and documents to the consignee or his/her designated third-party customs clearance agent.
• Fee for subsequent modification of customs clearance information: RMB390 per shipment, charged only when UPS adds or modifies data declared to customs or other government agencies for shipment clearance purposes, based on the request of customs, other government agencies, shippers or consignees.
• Customs inspection fee：When the customs or relevant departments inspect the import or export parcels, an additional inspection fee of RMB150 will be charged for each shipment to cover the relevant costs incurred by UPS in cooperating with the inspection procedures.

3. Package attribute related

• Large Package Surcharge: When the sum of the length and perimeter of a package [(2 x width) + (2 x height)] exceeds 300 cm but does not exceed 400 cm, it is considered a "large package" with a minimum chargeable weight of 40 kg and an additional charge of RMB514 per package.
• Remote area surcharge: Remote Area Surcharge UPS provides pickup and delivery services for urban and remote areas. Additional charges will be charged for pickup and delivery services in remote areas. The charge standard is RMB 3.60 per kilogram of shipment, or a minimum charge of RMB 171 per shipment, whichever is greater. • Surcharge for out-of-region areas: RMB3.6 per kg of shipment, or a minimum of RMB171 per shipment (the greater of the two), for shipments beyond the scope of remote areas, please log in ups.com/cn Download the Remote Area Charges table to check the relevant areas.
• Additional handling fee: RMB124.20 will be charged for each item in the following cases:
  • Items that cannot be completely packed into the box (such as metal, wood, etc.).
  • Cylindrical items that do not fit completely into regular packaging boxes (such as barrels, drums, etc.).
  • Packages with the longest edge exceeding 122 cm or the second longest edge exceeding 76 cm.
  • Packages with actual weight greater than 25 kg (except UPS Worldwide Express Freight Service shipments).
  • Shipments whose package weight is not specified in the UPS shipping system and whose average single package weight is greater than 25 kg.
• Additional handling fee for pallets exceeding the specified size (Worldwide Express Freight Service): If the volumetric weight exceeds the specified size and weight limit (depending on the origin and destination), an additional RMB2,422 will be charged for each pallet. This additional handling fee is negligible when the shipment has been charged a large package surcharge.

IV. Special services and fees

• Fuel surcharge: See ups.com Get information.
• Additional tariff line surcharge: UPS provides free customs clearance services for formally declared shipments with no more than 5 tariff lines. For shipments with more than 5 tariff lines, an additional RMB30 will be charged for each tariff line starting from the 6th tariff line, with a maximum charge of RMB1,996 per shipment.
• Surcharge for cash on delivery: If the account number of the payee does not match the account number provided by the payer or the account number is invalid due to the recipient's refusal to pay the freight, the sender needs to pay an additional RMB80 for each shipment.
• Demand surcharge：May be implemented when market conditions change and capacity is adjusted. Applicable to specific packages shipped during a specific period. For details, please see www.ups.com/rates/cn.
• Peak service charge：Implemented based on factors such as transport volume assessment and transport capacity, applicable to specific packages shipped within a specific period of time, see details www.ups.com/rates/cn.
• Advance Notification Surcharge: When the shipper or consignee requires UPS to notify the consignee in advance before declaring the import shipment to customs, RMB95.50 will be charged for each shipment if the consignee pays. If the shipper is the party paying the duties and taxes, the duties and taxes will be borne by the shipper.
• Special customs clearance fees: Based on the sender or recipient's request, UPS assists customers in processing trade declarations in the relevant city's Golden Customs Phase II system. RMB170 is charged for each use. For more information, please contact UPS customer service representative.
• Export declaration surcharge: UPS Express service does not deliver parcels weighing more than 70 kg, 274 cm in length, and 400 cm in size (length + perimeter [(2x width) + (2x height)]). If such parcels are accepted, an overweight and overlength fee of RMB1,938 will be charged for each parcel. If the parcel contains controlled goods or does not require formal declaration according to regulations but the shipper/recipient requires formal declaration, an export declaration surcharge of RMB103 will be charged for each shipment.
• Sender pays additional charges for import duties/taxes at destination: When the payment method of "Sender pays destination import duties/taxes" is selected, a surcharge of RMB150 will be charged to the sender.
• Customs clearance agent liaison fee：For import customers who have not obtained import and export consignor registration at the customs and need informal customs declaration, if they voluntarily entrust UPS to declare through an import and export agent, in addition to the agent service fee, UPS will charge a liaison fee of RMB26.50 for each shipment.
• Change Payment Information Service Fee: For changes to payment information on the UPS bill (such as payment options, account numbers, etc.), a fee of RMB200 per shipment will be charged. This only applies to customers who use the UPS automated shipping system and generate smart labels.

V. Other service fees

• Delivery Confirmation Signature Required and Delivery Confirmation Adult Signature Required Services: RMB20 is charged for each shipment if a signature is required for delivery confirmation. RMB31 is charged for each shipment if an adult signature is required for delivery confirmation. The UPS driver will request a signature before delivering the shipment. The adult signature service is only delivered to adults at least 21 years old and may require proof of identity. UPS provides a printed delivery confirmation with a signature. Please refer to the "Service Terms and Conditions" for details.
• UPS Import Control：It is allowed to provide import shipment shipping labels and commercial invoices to exporters, which can be distributed via email or printed by themselves, including printing labels (RMB7), electronic labels (RMB11), removing commercial invoices (RMB135 / per ticket, only for specific customers) and other services. The label fee is calculated according to the return service rate and is only applicable to countries with UPS pickup service.
• UPS Carbon Neutral: Choosing this service can reduce the environmental and climate impact of shipments. RMB5 is charged for each package. For shipments using UPS Global Express Freight service, RMB128 is charged for each pallet. The fee is used to purchase carbon emissions compensation.
• Retry delivery (Worldwide Express Freight Services): The cost of one delivery is included in the rate. Any subsequent delivery attempts will be charged RMB308 per shipment.
• UPS makes one pickup attempt: If the first pickup attempt is unsuccessful, the label will be left at the pickup location, with a fee of RMB33, not applicable to Asia.
• UPS made three pickup attempts: If the first attempt fails, we will try again on the following working day. If the third attempt fails, the label will be returned. The fee is RMB 48. It is not applicable to Asia.
• Prohibited items fee: For shipments that violate or do not comply with laws, regulations, or UPS service terms (such as dangerous goods, etc.), RMB2,076 will be charged for each shipment, which will be borne by the sender. The sender will also be required to bear other related responsibilities.
• Paper Commercial Invoice Surcharge: When only paper commercial invoice is provided for the consigned goods, a maximum charge of RMB69 per shipment shall be borne by the sender.
• Freight Correction Review Fee: When the freight is corrected during the account period and exceeds the original freight by 25%, RMB12 will be charged for each shipment or 8% of the corrected freight difference (the larger of the two values).
