At FedEx, we adjust the fees we charge for our international shipping services based on business constraints and external factors. This allows us to continue investing in our business so we can provide you with the transportation services you need and the exceptional service you have come to expect from FedEx.
Starting from July 28, 2025, we will begin to charge new auxiliary customs clearance service fees for international shipments declared/cleared at ports in North China and East China. These service fees will only be charged when customers make a formal customs clearance request.

Import customs declaration surcharge | 100 yuan/each shipment | FedEx will charge an Import Declaration Surcharge to support the customs clearance of shipments requiring a formal import declaration. This surcharge applies when the customer requests FedEx to perform a formal import declaration. This surcharge is in addition to CN Import duties, taxes, and other applicable fees. | North China and East China ports |
Duties and taxes prepaid handling fee (cash on delivery) | 390 yuan/each shipment | FedEx charges a fee for shipments where duties and taxes must be prepaid. This fee applies if the export customs declaration clearly states that prepayment is required. Note: This fee is independent of the duties and taxes on the shipment and is a separate service fee. | North China and East China ports |
Remark:
- The charges do not include VAT.
- Export ports include: Shanghai Pudong International Airport Port, Beijing, Tianjin, Qingdao, Dalian, Jinan, Zhengzhou, Hangzhou, and Ningbo for international import and export shipments.
