2026 UPS® Rates and Service Guide

Common rates

North China and East China

(Applicable to areas other than Hainan Province, Guangdong Province, Guangxi Province, Yunnan Province, Fujian Province, Jiangxi Province, Hunan Province and Chongqing Municipality)

Saturday delivery service

For shipments requiring delivery on Saturdays, an additional fee of RMB 88 will be charged per UPS document envelope or per UPS Express shipment. This fee will be borne by the party paying the shipping costs.

UPS Global Express offers Saturday delivery for shipments exported to select parts of the United States and Canada, with an additional charge of RMB 1,409 per shipment.

Unable to pay return postage for the shipment

If the recipient refuses to accept the shipment, or if delivery is impossible for other reasons, UPS will hold the shipment and make every effort to contact the shipper for new instructions, including return shipping. If return shipping is required, the shipper must pay the relevant return shipping costs plus an additional fee of RMB 67 per undeliverable shipment.

For shipments destined for the United States that cannot be delivered, if the shipper does not respond and provide further detailed instructions within two business days, UPS reserves the right to dispose of the shipment at its sole discretion or return it to the shipper, with all associated risks and costs borne by the shipper, and the shipper waiving any right to claim for loss or damage as a result.

Direct Delivery Only

Shipments using Direct Delivery Only will be delivered exclusively to the address on the shipping label, and the recipient address cannot be changed, nor can they be re-delivered or delivered to other alternative addresses. These shipments may be held at a UPS customer center awaiting recipient pickup, rescheduled delivery, or returned to the sender. Direct Delivery Only is available for both residential and business addresses. A fee of RMB 13 will be charged per package.

International processing fees

For import shipments to the United States using UPS Global Express®, UPS Global Express®, UPS Global Express Service, and UPS Global Express®, a fee of RMB 18.40 will be charged per shipment.

  • This applies only to customers who use the UPS Automated Shipping System and generate smart tags.
  • Not applicable to Asia.
  • Mainland China cannot act as a third-party payment provider.

Additional charges

Potential additional fees

Change of address

Each change of recipient address will incur an additional charge of RMB 86.30 per parcel, with a maximum charge of RMB 331.20 per shipment. This charge is payable by the sender if the address is incorrect or if delivery is impossible due to a post office box address.

Residential delivery surcharge

UPS offers delivery services to residential and business addresses. Residential addresses include private residences and non-public office locations; an additional RMB 25 will be charged per shipment for deliveries to these addresses. For shipments transported using UPS Global Express Freight service, an additional RMB 830 will be charged per shipment.

Remote area surcharge

UPS offers pickup and delivery services in urban and remote areas. For remote areas, an additional fee will apply. The fee is RMB 3.70 per kilogram of shipment, or a minimum of RMB 174.80 per shipment. The higher of the two will apply. Note: This surcharge is also known as the Regional Surcharge (DAS).

Surcharge for out-of-region areas

UPS charges an additional fee for deliveries outside of its remote area service, where pickup and delivery services are relatively difficult to provide. The fee is RMB 4.20 per kilogram of shipment, or a minimum of RMB 197.70 per shipment, whichever is greater. Fee for subsequent modification of customs clearance information

UPS may be required to add or modify data declared to customs or other government agencies, based on documents provided or confirmed by the importer or exporter, solely at the request of customs, other government agencies, the sender, or the recipient, for customs clearance purposes. UPS will charge RMB 410 for each shipment.

Customs inspection fee

When customs or relevant departments require inspection of imported or exported parcels, an additional inspection fee of RMB 158 will be charged per shipment. This fee covers the costs incurred by UPS in assisting with the inspection procedures.

Additional handling fee*

An additional handling fee of RMB 142.80 will be charged per item in the following circumstances:

  • Any items that cannot be fully packed into a corrugated cardboard box, including but not limited to those shipped in containers made of metal, wood, hard plastic, soft plastic (such as plastic bags), or polystyrene foam (such as foam plastic).
  • Any cylindrical item that cannot fit completely into a standard box, such as a barrel, drum, cylinder, or tire.
  • Any package whose longest edge exceeds 122 cm or whose second longest edge exceeds 76 cm
  • Packages with an actual weight greater than 25 kg
  • For shipments where the weight of each package is not specified in the UPS shipping system and the average weight of a single package is greater than 25 kg (excluding UPS Worldwide Express Freight shipments).

Additional handling fees apply to pallets exceeding the specified size.

For shipments transported using UPS Global Express Freight Service, if the volume and weight exceed the dimensions and weight limits specified on ups.com/assets/sources/webcontent/wwef_max_dim.pdf (depending on the origin and destination), an additional charge of RMB 2,422 will be applied per pallet.

advance service fee

To expedite customs clearance, UPS can prepay customs duties and taxes for customers. UPS will assess the amount prepaid and charge a corresponding prepayment service fee. For shipments imported to mainland China, the prepayment service fee will be charged at 2.50% of import duties and taxes. A minimum additional RMB 38 will be charged per shipment.

Demurrage

The minimum demurrage fee is RMB 76 per shipment per day or RMB 1.05 per kilogram per day, whichever is greater. This applies to shipments that do not complete customs clearance within 3 business days. This fee will be calculated and charged from the 4th business day after the goods arrive. Delays caused by UPS, as well as Saturdays, Sundays, and public holidays, will not be included in the fee.

Third-party customs clearance agency fees

Recipients can choose their own customs clearance agent for UPS international shipments. UPS will forward the customs clearance information and documents received from the shipper to the recipient or their designated third-party customs clearance agent. An additional fee of RMB 134 will be charged per shipment.

Large Parcel Surcharge - Minimum Billable Weight (MBW)

A package is considered a “large package” if the sum of its length and perimeter [(2 × width) + (2 × height)] exceeds 300 cm but does not exceed UPS’s maximum size of 400 cm.

The minimum chargeable weight for large parcels is 40 kg, and an additional RMB 514 will be charged per parcel.

When the large parcel surcharge has already been charged for the shipment, the additional handling fee will be negligible.

Local customs duties and taxes

This rate schedule does not include additional charges that may apply under local regulations: value-added tax, customs duties and other taxes.

  • UPS reserves the right to charge a handling fee for shipments requiring special handling.

Demand surcharge

Demand surcharges may be implemented when market conditions change and available capacity is adjusted to ensure the continued efficient operation of our service network. One or more demand surcharges may apply to specific parcels shipped within a specific time period. For more information, please visit www.ups.com/rates/cn.

Peak service charge

Peak-hour service fees may be applied based on periodic assessments of shipment volume, available capacity, and other considerations. One or more peak-hour service fees will apply to a specific package shipped during a specific period. For more information, please visit www.ups.com/rates/cn.

Overweight and overlength fees

UPS Express does not deliver packages exceeding the following weight and dimensions. If UPS accepts such shipments, an overweight/overlength fee of RMB 1,938 will be charged per package:

  • The maximum weight for each package is 70 kg.
  • The maximum length of each package is 274 cm.
  • The maximum size for each package is 400 cm (length + perimeter [(2 x width) + (2 x height)]).

The above conditions do not apply to UPS Global Express Freight service. For information regarding UPS Global Express Freight service fees, please refer to the terms and conditions of service.

The sender pays the surcharge for import duties/taxes at the destination.

When the "Sender pays destination import duties/taxes" payment method is selected, an additional fee of RMB155 will be charged to the sender or a third party designated by the sender (if applicable).

Customs clearance fees

UPS does not charge additional fees for standard customs clearance services, including formal customs declarations for shipments with no more than five tariff headings. Additional fees may apply for complex customs clearance procedures and consolidated clearance requirements. Please call the UPS Customer Service Center for more information.

Additional tariff line surcharge

UPS offers free customs clearance for formally declared shipments with no more than 5 tariff items. For formally declared shipments with more than 5 tariff items, an additional RMB 32 will be charged for each tariff item starting from the 6th item, with a maximum charge of RMB 2,097.80 per shipment.

Special customs clearance fees

Upon request from the sender or recipient, UPS may assist customers in processing trade declarations through the Golden Customs Phase II system in the relevant city. A special clearance fee of RMB 180 applies to each declaration using the Golden Customs Phase II system. For more information, please contact a UPS customer service representative.

Advance Notification Surcharge

The sender or recipient may request UPS to notify the recipient in advance before declaring the imported shipment to customs, so that the recipient can verify the shipment's classification, valuation, or other import declaration information. This service will incur an additional fee of RMB 100 per shipment, or, if the sender is the payer of customs duties and taxes, the sender will bear this cost.

Export declaration surcharge

Regardless of the invoice value of the shipment, an export declaration surcharge of RMB 108 per shipment will be charged if any of the following conditions are met:

  • The shipment contains strategic, controlled or regulated goods as defined by applicable local laws and regulations.
  • For shipments that do not require formal declaration under applicable local regulations, the shipper and/or consignee may request formal declaration.

Customs clearance agent liaison fee

For import customers who have not yet registered with customs as consignors or consignees and need to make informal customs declarations, if they voluntarily choose to entrust a qualified import/export agent registered with customs through UPS to make the declaration, UPS will charge RMB28 for each shipment as a related communication fee, in addition to the service fee charged by the agent.

Change Payment Information Service Fee

For changes to payment information on the UPS bill, such as changes to payment options, payment account, and credit card information used for payment, UPS charges RMB 200 per shipment.

Surcharge for cash on delivery

If the account of the shipper does not match the account provided by the payer, or if the account becomes invalid due to the recipient's or a third party's refusal to pay the shipping fee, the sender shall pay an additional RMB 80 for each shipment.

Prohibited items fee

UPS will charge RMB 2,076 per package for any shipment handed over to UPS that violates or fails to comply with applicable laws and regulations, or does not conform to UPS's service or contractual service terms and conditions (including but not limited to prohibited shipments or shipments that UPS will not accept or carry without exception, such as dangerous goods and hazardous chemicals). This charge is borne by the sender, who will also be liable for all other costs that may arise to UPS due to the violation or non-compliance.

Paper Commercial Invoice Surcharge

If a commercial invoice is provided only in paper form when shipping goods to UPS, a maximum charge of RMB172.50 will be levied per shipment, and the sender will bear the cost.

Illegal drug costs

If the package contains any form of illicit drugs, it will not only be seized and reported to the relevant government authorities, but an additional fee of RMB 7,331.60 will also be charged for each package. This fee (i) is borne by the shipper at their own risk and expense, in addition to any other costs and liabilities that may arise from the transportation or disposal of illicit drugs; and will be collected (if applicable) after the illicit drugs are seized or disposed of.

UPS's new published rates will be Starting December 21, 2025Effective.

The 2026 UPS® Rates and Service Guide adjustments include:

  • Adjusted rates published by UPS, as well as rates for surcharges and fees, including additional handling fees, additional customs surcharges, address correction fees, alternative agent fees, customs agent liaison fees, customs inspection fees, advance payments, customs/tax transfer surcharges, export declaration surcharges, remote area surcharges, paper commercial invoice surcharges, post-clearance declaration fees, advance notice surcharges, remote area surcharges, residential surcharges, special clearance fees, and storage fees.
  • Starting January 11, 2026, the volumetric weight calculation method in the "Determine Weight and Dimensions" section will be updated, and the length, width, and height of all packages will be rounded up to the nearest whole centimeter.
  • The residential surcharge applies to shipments delivered to residential addresses in Australia, Hong Kong SAR, Japan, Malaysia, the Philippines, Singapore, South Korea, Indonesia, Vietnam, Thailand and Taiwan.
  • Update the UPS Customise Assist description in the "Additional Fees (Contract)" section.
  • “The "Other Additional Fees" section has been expanded to include "International Processing Fee".
  • Update the descriptions for "Customs/Taxes and Shipping Surcharges" and "Return Fees for Undeliverable Packages" in the "Other Additional Fees" section.
  • The UPS International Shipping Service and Global Express World Region Tables have been revised to reflect the latest service availability.
  • Updated payment methods, claims procedures, service interruptions, liability for loss or damage, and special handling of undeliverable shipments; the "Return of Rejected Shipments" section in the "Terms and Conditions of Service".
