The U.S. Consumer Product Safety Commission (CPSC) has officially implemented new regulations: Starting July 8, 2026, all imported consumer goods must complete an electronic compliance declaration (eFiling) before customs clearance. Goods that fail to complete the declaration will be unable to clear customs and will face detention and penalties.

This is not a suggestion, it is a mandatory requirement.

Which products are affected?

The CPSC's regulatory scope covers five major categories, encompassing almost all consumer goods exported from China to the United States:

Children's products — CPC certification required
Toys, children's clothing, baby products, children's shoes and bags, infant and toddler furniture, strollers, crawling mats, play mats, and all other infant and toddler products.

Textiles and apparel – GCC certification required
Adult clothing, underwear and sleepwear, shoes and hats, curtains, carpets and doormats, and various home textile products.

Household and daily necessities — GCC certification required
Household furniture, lamps, sockets and extension cords, small appliances, kitchen and bathroom supplies, plastic products, lighters, etc.

Sports and Outdoor Category — GCC Certification Required
Bicycles, skateboards, roller skates, sports equipment, and outdoor leisure products.

Electronic hardware products – GCC certification required
Battery-powered products, power tools, and general hardware products.

Simply put, if your product falls under the HTS tariff code regulated by the CPSC, you must submit an electronic compliance certificate during customs clearance.

How do I use eFiling?

Importers (or their agents) are required to submit compliance certificate data through the CPSC's eFiling system before the goods arrive at a U.S. port. Certificate information includes product description, test report number, certification body, etc.

UPS has notified you that the PGA customs declaration fee will now be collected.

According to an official UPS notice, due to updates to CPSC regulations, all shipments to the United States that are CPSC regulated must submit special declaration documents to the U.S. partner government agency (PGA) during the customs clearance process, which will incur PGA customs declaration fees.

Pricing (regardless of whether it's DDP or not, the shipping cost is borne by the party paying the freight):

  • One ticket with multiple product names: The first product name costs $26, and each additional product name costs +$5.
  • If a product name involves two or more PGAs: add $26 for each PGA.
  • In addition to the CPSC, this fee rule also applies to product categories regulated by the PGA, such as those regulated by the FDA, USDA, and FCC.
  • Additional miscellaneous fees charged by the government or third parties will be collected separately.

For example: A shipment has 3 product names, 2 of which involve CPSC, and 1 involves both CPSC and FDA. Cost calculation: $26 (CPSC for the first product name) + $5 (CPSC for the second product name) + $26 + $26 (CPSC for the third product name + FDA and two PGAs) = $83.

The actual impact on foreign trade professionals

  1. For consumer goods shipped to the United States, eFiling must be completed before customs clearance; otherwise, the goods will be detained.
  2. Products without CPC/GCC certification cannot be submitted for eFiling, effectively cutting off their customs clearance route.
  3. An additional PGA declaration fee was added to each shipment, increasing costs.
  4. The more product names and the more PGA-related information are involved, the higher the cost.

suggestion:

  • Immediately check whether your products are on the CPSC-managed HTS list.
  • For those without CPC/GCC certification, arrange testing and certification as soon as possible.
  • Accurately fill in product attributes and declaration information in the system before shipment.
  • Include PGA declaration fees in logistics cost accounting
