For e-commerce goods shipped to South Korea, after August 28th, an additional requirement will be needed: a Cross-Border E-commerce Enterprise Identification Code. The Korea Customs Service (KCS) has made this a mandatory field on import declaration forms and customs clearance catalogs. Without this code, goods arriving in South Korea will not be treated as e-commerce goods, but rather as consumer-to-consumer (C2C) parcels.
The direct impact on sellers is twofold: increased inspection rates and slower customs clearance. Small parcels valued under $150 that could previously be cleared via the manifest (목록통관, Korea's fast-track duty-free channel) will now require formal import declarations due to the lack of an identification code, adding an extra step and incurring additional time and costs. Korean customs has provided a grace period; declarations under the manifest clearance process will continue until December 31, 2026, but this channel will close on January 1st of next year.
Sending personal items to relatives and friends in South Korea is not affected; this rule only applies to businesses in the e-commerce chain.

The customs clearance platform was originally scheduled to launch on August 15, but the Korea Customs Service postponed the date to August 28 due to the revision of the announcement process and the solicitation of opinions from the industry.
Which companies must register?
The Korea Customs Service has listed three categories, and registration is required if you fall into any of them:
- Foreign companies that operate online stores and provide delivery services to South Korea
- Korean companies that operate online stores or open shops within online stores to provide purchasing or sales intermediaries for cross-border e-commerce goods.
- Domestic and foreign companies providing international transshipment services for cross-border e-commerce goods
There's one point that's easy to overlook:Businesses that have already registered with the Korea Customs Service as personal shoppers or e-commerce operators will need to re-register through the new system.The old registration will not be automatically renewed. The old registration was based on Article 222 of the Customs Law and the Special Customs Clearance Notice for E-commerce Goods, while the new system is based on Article 254 of the revised Customs Law. The two systems are not interchangeable.
What happens if I don't register?
The goods can still reach South Korea, but the route has changed.
For shipments from unregistered companies, Korean customs treats them as C2C personal items. According to a notification from FedEx, the likelihood of these shipments being inspected by customs will significantly increase. Adding to the complexity, they cannot be cleared using the manifest; a formal import declaration must be processed, requiring recalculation of customs procedures and clearance agency fees.
Let me clarify the tax-free threshold in South Korea, as many people get it confused:
- Generally, goods for personal use valued at less than US$150 can be cleared duty-free through a customs manifest system.
- The US has announced that the price for Express Mail has been lowered to below $200, while EMS remains at $150.
The price listed here includes not only the price of the goods but also shipping and insurance within the country of origin. For example, if the goods cost $145 and the domestic shipping cost is $10, the total is $155, which exceeds the $150 threshold, and the entire shipment will be subject to tax.
Health functional foods, pharmaceuticals, alcoholic beverages, tobacco, agricultural products, and Korean medicinal herbs are all excluded from customs clearance. Regardless of the amount, they must undergo formal import declaration, regardless of whether they have an identification code.
How to register
The registration portal is located in the Korea Customs Service's electronic customs clearance system:https://unipass.customs.go.kr/ecb/index.do
- Companies in South Korea: First join UNI-PASS, then fill out the registration application form.
- Foreign companies: Fill out the registration application form after email verification.
Required documents:
- Mail order business registration certificate (telecommunications sales industry application certificate)
- Internet Domain Name Registration Certificate
- Business License
- Certificate of Incorporation (if applicable)
- National tax and customs tax payment certificates
Obtaining the code is only the first step; you also need to be able to transmit data.
This step is the easiest to overlook. After completing UNIPASS registration, businesses also need to submit customer and transaction information to the Korea Customs Service via API connection. The courier company also needs to be able to receive this data in order to submit import declarations using the cross-border e-commerce-specific declaration format.
The benefits of using the dedicated format for declaration are substantial: import declarations can be processed immediately upon arrival of the goods, eliminating the need to queue and significantly speeding up customs clearance.
Conversely, obtaining the identification code but failing to integrate with the API is only half the battle. The Korea Customs Service requires individual submission of consumer information for each shipment; any delays in the authentication process will hinder customs clearance and delivery.
What should I do now if I'm shipping goods to South Korea?
- Check if you fall into one of the three categories above. If so, register now, don't wait until December 31st.
- Those who have already registered with the Korea Customs Service will have to go through the new system again.
- Confirm the API integration schedule with the technical team in advance; registration and integration are two separate processes.
- Please clearly write the product name before shipping, including the product name, material, and intended use. This will make it suitable for shipping to any country.
