Pakistan Updates Customs Values for Stationery Materials, Affecting Chinese Exports

Pakistan updates customs valuations for stationery and components

According to a 24NewsHD report dated 2026-10-24, Pakistan’s Directorate General of Customs Valuation issued Valuation Ruling No. 2117/2026, updating the minimum customs values for certain stationery raw materials and components and replacing the previous Ruling No. 1181/2017. The products covered include ink and fountain pen nibs of Chinese origin.

Which valuations apply to goods of Chinese origin?

The report lists the following minimum C&F customs values:

Product Origin Minimum customs value
Water-based ink for fiber-tip and fine-tip pens China USD 3.04/kg
Fountain pen nibs China USD 0.025/piece

The same report also lists a customs value of USD 2.25/kg for plastic parts used in ballpoint and gel pens, but does not specify the applicable origins for each item. The corresponding entries in the ruling must be checked when making a declaration.

These figures are customs valuation benchmarks, not tax rates or the amount of tax payable per kilogram. The report explains that if the invoice value declared by the importer exceeds the minimum customs value, duties and taxes will still be assessed on the higher transaction value.

Recheck the basis for assessing duties and taxes on relevant shipments to Pakistan

This adjustment applies to certain stationery raw materials and components, not to all finished stationery products. When Chinese sellers export relevant goods to Pakistan, the local importer or customs clearance agent should verify the product description, PCT tariff code, origin and unit of measurement before calculating duties, taxes and landed costs.

The 24NewsHD report does not specify the ruling’s effective date. 10-24 is the report date and should not be treated as the policy’s effective date; the scope and implementation timing are subject to the original ruling and local customs requirements.

Shipping costs can be calculated using the shipping rate lookup; for carrier charges, see the surcharge lookup, fuel surcharge and remote area address lookup.
