2022 Customs policy changes in Taiwan, China, the impact on you in one article

Starting from July 1, 2022, the customs authorities in Taiwan, China require that imported express shipments sent to consumers in Taiwan (2C, that is, in the form of B2C and C2C) need to undergo pre-registration and pre-clearance certification.

●All express shipments sent to Taiwan, China in the form of business-to-consumer (B2C) and consumer-to-consumer (C2C) must comply with this regulation.

●Except for document express shipments.

●All individual consumers (recipients) in Taiwan, China need to download the EZWAY official application, and register and fill in personal information such as contact information in the application. You only need to register once.

●When DHL picks up the parcel and starts shipping, the recipient in Taiwan will receive a notification from DHL (in the form of SMS/email) and a notification pushed by EZWAY to remind the recipient to follow the DHL waybill number (via the EZWAY app Procedure) to pre-certify shipments. Each shipment of imported goods must complete the real-name authentication (RNA) process before it can be cleared smoothly.

What does the recipient need to do?

All individual consumers (recipients/importers) in Taiwan must first download the EZWAY application, complete a one-time registration on the program and fill in their personal mobile phone number and email information. After receiving the notification (in the form of SMS/email) from DHL and the notification pushed by EZWAY, the registrant will confirm the import express shipment so that subsequent goods can be cleared smoothly.

Influence:

If the recipient fails to register in the EZWAY app(One-time registration) and confirm the ticket and express, your express will be:

●Unable to declare to Taiwan Customs authorities

●The express shipment will be detained at Taipei Customs, China, waiting for DHL to contact the recipient for real-name authentication processing

●If the recipient fails to arriveWithin 7 days after the shipment arrivesAfter completing pre-registration and pre-customs clearance certification, the express shipment will be returned to the sender.

●Need to pay due to delays in customs declarationBonded storage fees (storage fees during shipment detention)

What does the sender need to do?

The sender (especially those sending items from other countries to Taiwan, China) should:

B2C or C2C express senders can proactively inform all individual consumers (recipients) in Taiwan, China, of this new rule.

When creating a DHL waybill for B2C or C2C express shipments, please provide the mobile phone number and email address of the individual consumer (recipient) in Taiwan, China.

The sender uses the DHL Express Electronic Shipping Solutions tool to provide DHL with complete and accurate electronic commercial invoice data, such as cargo description, value of each item, place of origin, etc.

Notice:

This new regulation will officially take effect on July 1, 2022. Therefore, to avoid customs clearance delays in the future, please act now.

●Individual consumers (recipients) in Taiwan, China: Please download the EZWAY application and register and fill in your mobile phone number.

●Sender (specifically refers to shipping from other countries to Taiwan, China): Take the initiative to inform consumers in Taiwan of this new rule, and provide the mobile phone number and email address of consumers in Taiwan when creating a DHL waybill.
