Does the declared amount have to be the actual transaction amount?
Of course not, for informal customs declarations, you can fill in as much as you want.
However, if the value is underreported too much, the foreign recipient may be considered as underreporting the value during customs clearance, evading import taxes, and may be subject to separate inspection and required to provide proof of value.
So why the need to underreport?

In some foreign countries, the import tax rate is very high, such as Indonesia, Brazil, etc. The tax rate is sometimes 50% or 100% of the value of the goods. Even with the consumption tax, it is higher than the value of the goods.
