On April 2, 2025, Eastern Time, President Trump signed an executive order to introduce a new tariff policy and adjust the minimum duty-free threshold (de minimis). The specific contents are as follows.
- Effective April 5, 2025 at 12:01 a.m. EST, duties of 10% will be imposed on goods originating from all countries/regions, in addition to all existing duties, fees, taxes, etc.
- Effective at 12:01 a.m. ET on April 9, 2025, individual tariffs for 60 countries and territories will increase from 10% to the rates in the equivalent tariff schedule. We will provide the calculations for these additional tariffs as soon as possible.
- Certain goods will be exempt from tariffs under the equivalent tariff schedule, including the following:
- Goods subject to 50 USC 1702(b);
- Steel, aluminum, and automobiles/auto parts already subject to Section 232 tariffs;
- commodities such as copper, pharmaceuticals, semiconductors, and lumber;
- All goods that may be included in the scope of Section 232 tariffs in the future;
- Gold bars and precious metals; and
- Energy and other certain minerals that are not available domestically in the United States.
- Effective at 12:01 a.m. ET on May 2, the de minimis thresholds for goods originating in mainland China and Hong Kong SAR imported into the U.S. will be eliminated, regardless of the origin of the shipment, except for shipments sent through the postal network. We will provide more details and required actions as soon as possible.
- The de minimis policy will continue to apply to the rest of the world "until the Secretary of Commerce notifies the President that an adequate and efficient system is in place to fully and expeditiously process and collect duty revenues applicable to de minimis goods."
