In order to ensure the implementation of the measures to prevent the importation of the epidemic at the ports and ensure the absolute safety of the ports, after consulting the Municipal Epidemic Prevention and Control Headquarters for research and approval, and communicating and negotiating with the Kazakh side, it is decided to suspend the customs clearance operation of the highway ports from now on, conduct a comprehensive inspection and commissioning of the disinfection channel equipment for the incoming vehicles, complete the construction and installation of the heating and lighting circuits, and ensure the smooth customs clearance of the highway ports in winter. All relevant units and enterprises are requested to cooperate in the implementation of the following work: 1. From now on, the Chinese heavy-duty vehicles entering the drop-and-hook yard will be temporarily suspended (for those that have entered the drop-and-hook yard, the customs declaration companies will make appointments with foreign empty vehicles as soon as possible and arrange for the exit in the "straight-through" mode); 2. During the suspension of customs clearance business, please ask the customs and the International Road Transport Administration to suspend the processing of the exit procedures for Chinese vehicles until the on-site construction is completed, the equipment failure is eliminated, and the working group issues a notice to resume normal operations. 3. During the suspension of operations, please ask all supervision warehouses and transport fleets to suspend the arrangement of Chinese tractor heads to pull heavy-duty vehicles out of the warehouse. 4. Tomorrow (November 19) afternoon, if the company has important goods to export, they can contact the Kazakh tractor head to enter the country after 16:00 in the afternoon. The professional disinfection personnel of Jiuzhou Company will conduct all-round and no-dead-angle disinfection of the head in the border inspection vehicle body inspection room through manual mode. Other inbound empty compartments and equipment flatbed vehicles cannot be fully and thoroughly disinfected and will be temporarily postponed. The working group will issue a notice as soon as possible on the specific time to resume normal customs clearance operations.
