1. Scope of application

Only valid for export prepaid and import paid (based on the destination country or region's quoted price) services.

2. Details of surcharge

1. Fuel surcharge

  • Adjusted weekly on Mondays to follow the U.S. Gulf Coast jet fuel index, based on gross transportation costs.

(II) Demand Surcharge

FedEx may charge fees when volume grows, capacity demand increases, operating costs rise, and the operating network faces pressure.

(III) Service Surcharge

  1. **CHANGE OF ADDRESS**
    • RMB 83 per air waybill.
    • If the recipient's address is incomplete or incorrect, we will try to correct it and collect it when it is delivered; if we cannot complete the delivery, we will not be responsible for not fulfilling the delivery commitment. The same applies to the designated customs clearance agent and the agent address issue.
  2. **Third-party payment surcharge**
    • 2.5% of the total freight charge is applicable to third-party paid shipments and is charged to the third-party payer.
    • Charged when FedEx determines that the shipper account number and the third-party billing account number do not belong to the same company.

  4. **Designated customs clearance agent**

    • The fee is charged when the following conditions are met: the customs clearance agent (except FedEx or an agent designated by FedEx) is responsible for customs clearance; FedEx picks up the package at the agent's location and delivers it to the final recipient; the recipient's customs clearance point is different from the agent's customs clearance point.

  8. **U.S. IMPORT PROCESSING FEES**
    • RMB 10.8 is charged for each shipment.
    • All international shipments imported into the United States are subject to fees associated with customs clearance processing.
  9. **Additional service fee for international shipment document information entry**
    • FedEx charges RMB 20 for each FedEx handwritten paper "International Air Waybill" for international and Hong Kong, Macao and Taiwan shipments.
  10. **Out of range pickup fee and out of range delivery fee**
  • The Over Pickup Area (OPA) and Over Delivery Area (ODA) charges do not apply to FedEx 10kg or 25kg Box shipments. A list of applicable postal codes is available here.
  • RMB 24 per air waybill for non-heavy cargo shipments or RMB 891 per air waybill for heavy cargo shipments (only applicable to shipments to the United States and Canada).
  • The residential delivery surcharge applies to shipments sent to a home or private residence (including the address of a home-based business), or to shipments where the shipper specifies the delivery address as a residence; if an out-of-area delivery fee applies, the residential delivery surcharge does not apply; the residential delivery surcharge does not apply to FedEx 10 kg or 25 kg box shipments.

  1. **Additional Service Charge – Packaging**
  • Applicable surcharges for each tier:
    • Level A: Not applicable.
    • Level B: RMB 168 per consignment or RMB 3.5 per kilogram, whichever is higher.
    • Level C: RMB 218 per consignment or RMB 4.6 per kilogram, whichever is higher.
  • Another surcharge applies to each level:
    • Level A: RMB 23 per batch.
    • Level B: RMB 168 per consignment or RMB 3.5 per kilogram, whichever is higher.
    • Level C: RMB 218 per consignment or RMB 4.6 per kilogram, whichever is higher.
  1. **Additional Service Charge – Size**
  • Applicable to parcels with the longest side exceeding 121 cm; or the second longest side exceeding 76 cm; or the longest side and the perimeter of the other two sides exceeding 266 cm.
  • International Priority Express (IPE), International Priority (IP) and International Economy (IE) will be charged RMB 195 per package.
  • If the package has been charged an Oversized Shipment Surcharge, this Additional Service Fee – Size does not apply.
  • The minimum billable weight is 18 kg.
  1. **Additional Service Charge – Weight**
  • Applicable to packages with actual weight exceeding 31 kg, RMB 195 will be charged for each package of International Priority Express (IPE), International Priority Express (IP) and International Economy Express (IE).
  • Applicable to parcels that meet the following conditions: not completely wrapped in a courier box; wrapped in a courier box that is not made of corrugated cardboard (including but not limited to metal, wood, canvas, leather, hard plastic, soft plastic or foam plastic); wrapped in a courier box with stretch and shrink film; mailing round or cylindrical objects (including but not limited to tubes, cans, barrels, rollers, tires, drums or pails); packaging tied or wrapped with metal, plastic or cloth strips containing wheels, casters, handles or ropes (such as bicycles) (including parcels with loose or protruding outer surface packaging). RMB 195 will be charged for each parcel of International Priority Express Service (IPE), International Priority Express Service (IP) and International Economy Express Service (IE).
  • Applicable to the handling of single heavy goods with the longest single side exceeding 157 cm. RMB 1,384 will be charged for each heavy goods handling of International Priority Freight (IPF) and International Economy Freight (IEF).
  1. **Non-Stacked Shipment Surcharge**
  • International Priority Express Heavy Cargo Service (Export Service) is RMB 3,295 per shipment or RMB 8.2 per kilogram, whichever is higher.
  • International Priority Express Heavy Cargo Service (ImportOne Service) is RMB 1,270 per shipment or RMB 2.5 per kilogram, whichever is higher.
  1. **DRY ICE SURCHARGE**
  • RMB 40 per air waybill.
  • If a shipment contains both dry ice and dangerous goods (accessible/inaccessible), only the dangerous goods surcharge will be charged, and the dry ice surcharge will not be charged.
  1. **Priority Notification – Parcel and Priority Notification – Heavy Freight**
  • FedEx Priority Notice (FPA) is a contract-based fee service designed for customers with high requirements for transportation visibility and delivery compliance. It combines special boarding, enhanced cargo tracking and operational recovery procedures to provide an enhanced reliability solution. Requests are subject to review of service compliance and availability.
  1. **Priority Notification Value Added – Parcel and Priority Notification Value Added – Heavy Freight**
  • Includes all the features of FedEx Priority Notice (FPA) and proactive intervention for temperature-sensitive shipments. Re-icing, gel pack replenishment and refrigeration are included in the service. Requests are subject to review of service compliance and availability.
  • For International Priority Express and International Economy Express (Export Service), the price is RMB 494 per shipment or RMB 24.7 per kilogram, whichever is higher. For International Priority Express and International Economy Express (ImportOne Service), the price is RMB 190.5 per shipment or RMB 8.5 per kilogram, whichever is higher.
  • International Priority Express Heavy Cargo Service (Export Service) is RMB 4,119 per shipment or RMB 8.2 per kilogram, whichever is higher. International Priority Express Heavy Cargo Service (ImportOne Service) is RMB 1,587.5 per shipment or RMB 4.0 per kilogram, whichever is higher.
  1. **FedEx On-Demand Temperature Intervention – Parcel and FedEx On-Demand Temperature Intervention – Heavy Freight**
  • Fee-based services for non-food items, intervention services such as dry ice replenishment and gel pack refurbishment/replacement, to protect the integrity of temperature-controlled cargo that is delayed in transit, must be booked through Customer Service, not available in all areas, integrity is not guaranteed and is dependent on cargo identification.
  • International Priority Express and International Economy Express (export and import services) are RMB 794 per shipment or RMB 35 per kilogram, whichever is higher.
  • International Priority Express Heavy Cargo Service (Export Service) is RMB 4,119 per shipment or RMB 16.5 per kilogram, whichever is higher; International Priority Express Heavy Cargo Service (ImportOne Service) is RMB 3,175 per shipment or RMB 7.0 per kilogram, whichever is higher.

(IV) Customs duties and taxes

If FedEx pays duties and taxes, the payee must pay FedEx and pay a surcharge based on the shipment type and destination.

(V) Surcharge on declared value

  1. FedEx's liability for loss, damage or delay of shipments is limited and varies by country and currency.
  2. If you want FedEx to assume greater liability, you must declare the value of the shipment and pay a surcharge.
    • For Mainland China export prepaid/import FCO shipments, if the declared value exceeds RMB 830 or RMB 75.28 per pound (whichever is higher), an additional RMB 10.1 (or percentage) will be charged for every additional RMB 830.
    • Maximum declared value limit:
      • FedEx Envelope/Pack: USD 100 (or equivalent in local currency).
      • International Priority Express (IPE)/International Priority Express (IP)/International Economy (IE): USD 50,000 (or equivalent in local currency).
      • International Priority Freight (IPF)/International Economy Freight (IEF): USD 100,000 (or equivalent in local currency).
      • For valuables such as artwork, antiques, glassware, jewelry, precious metals, furs, etc.: USD 1,000 or USD 20 per kilogram (whichever is higher).
    • There is no limit on the total weight of the shipment, and the maximum weight of a single package can be adjusted. For details, please contact the customer service hotline or sales representative.

(VI) Oversized shipment charges

  1. Applicable to parcels with the longest single side exceeding 243 cm, or the longest single side and the perimeter of the other two sides exceeding 330 cm, RMB 516 is charged for each parcel.
  2. If the Additional Service Charge – Dimensions criteria are met, the minimum chargeable weight of 18 kg still applies.

3. Other matters needing attention

  1. Prices are valid until further notice and are applicable to customers in Mainland China who maintain good account usage records and checkout in Mainland China.
  2. The Company reserves the right to amend the price list or terminate discounts without prior notice.
  3. By delivering the shipment, the customer is deemed to have agreed to pay the surcharge. The shipment is governed by multiple documents, including the Discount Price Agreement, Air Waybill Contract Terms, Service Information, Freight Terms and International Terms and Conditions. Customers should understand the relevant surcharges, fees and terms and can consult customer service.
  4. If Saturday at the departure place is a normal working day, no Saturday pickup surcharge will be charged; if Saturday at the departure place is an abnormal working day, a Saturday pickup surcharge will still be charged (applicable to ImportOne customers paying the import fee).
  5. All prices exclude taxes.
  6. Change of Address If a package is rerouted to a different country, city or province, new shipping charges will apply.
  7. Total shipping costs include shipping fees, surcharges and other charges, but exclude customs duties, other taxes and customs clearance service charges.
  8. The Third Party Payment Surcharge applies when the account is not associated with the shipper (as determined solely by FedEx).

IV. FedEx Price List Terms and Conditions

  1. Fuel surcharge exemption: Shipments exported from Guangdong and Fujian Province to A/V Zone or imported from A/V Zone ImportOne to Guangdong and Fujian Province (unless otherwise stipulated in the customer agreement), please contact customer service for details.
  2. FedEx Envelopes and Bags:
    • Appropriate packaging is required to enjoy the price, and only one FedEx Express Envelope can be sent per air waybill.
    • If you use FedEx Express Envelope to send a package weighing more than 0.5 kg, the price of FedEx Express Bag will be calculated. ...
  3. FedEx 10kg and 25kg boxes:
    • Must use to enjoy the price, limited to one per air waybill.
    • The recommended maximum load is 25 kg and 44 kg respectively. A higher price will be charged for overweight. Please contact customer service for details.
  4. Dangerous goods: FedEx envelopes, bags, 10kg and 25kg boxes cannot be used to transport dangerous goods. International Economy Express (IE) and International Economy Express Freight (IEF) services are not allowed to transport dangerous goods.
  5. Advance booking requirements:
    • For shipments originating from Asian countries/regions (Australia, Cambodia, Mainland China, Guam, Hong Kong SAR, Indonesia, Japan, Macao SAR, Malaysia, New Zealand, Philippines, Singapore, South Korea, Taiwan, Thailand and Vietnam), using FedEx International Priority Express (IPE)/FedEx International Priority (IP)/FedEx International Economy (IE) for multiple packages with an actual weight of more than 500 kg, or using FedEx International Priority Freight (IPF)/FedEx International Economy Freight (IEF) for multiple packages with an actual weight of more than 100 kg, or the longest side of a single package exceeds 274 cm, the second longest side exceeds 203 cm, the third longest side exceeds 178 cm, or the longest side and perimeter (length + 2×width + 2×height) exceed 330 cm, you must contact Customer Service in advance to reserve space.
    • For shipments originating from other countries/regions, using FedEx International Priority Express (IPE)/FedEx International Priority (IP)/FedEx International Economy (IE) for multiple items with an actual weight of more than 300 kg, or using FedEx International Priority Freight (IPF)/FedEx International Economy Freight (IEF) for multiple items (regardless of weight), you must contact Customer Service in advance to reserve space.
