FedEx Extends Demand Surcharge Beyond November 2; Mainland China Export Rates Unchanged

The FedEx China website updated its demand surcharge announcement on October 23, 2026: demand surcharges for exports from mainland China will continue at the existing rates from November 2, with rates for all destinations unchanged from October 19 to November 1. This update extends the period during which the existing rates apply; it does not increase or decrease demand surcharges for exports from mainland China.

The previous rate table specified an effective period of October 19 to November 1, 2026; the new table continues those rates from November 2, with no end date specified. The existing rates will not automatically expire after November 1, but this extension should not be interpreted as making the rates permanent. Priority services to the United States and Puerto Rico remain at RMB 13.9/kg, Economy services remain at RMB 8.4/kg, and the rate for Europe remains at RMB 12.5/kg.

Effective Period Extended, Existing Rates Unchanged

The old table applies through November 1, and the new table continues from November 2. The change concerns the effective period, not the surcharge amounts for exports from mainland China. For the same destination, service and applicable weight, the demand surcharge will not change simply because the date passes November 2.

For example, for a 20 kg shipment to the United States, the demand surcharge is RMB 278 for Priority services and RMB 168 for Economy services in both periods; for a 20 kg shipment to Europe, it is RMB 250 in both periods. These comparisons cover only the demand surcharge. Base shipping charges, fuel charges and other fees must still be checked separately.

The new table does not specify an end date. Until a subsequent announcement changes the rates, confirm charges against the applicable account or channel quote rather than assuming the extension runs through a particular month.

Full Rates for Exports from Mainland China

The following lists only the “Export shipments from Chinese Mainland to” column in the official document. Rates are in RMB per kilogram. This table does not apply to other origin markets, ImportOne imports or third-party billing services.

United States and Puerto Rico Priority 13.9; Economy 8.4 Priority 13.9; Economy 8.4
Canada Priority 13.9; Economy 8.4 Priority 13.9; Economy 8.4

Middle East / Indian Subcontinent / Africa Group 2 17.4 17.4

“Other applicable destinations in Asia” must be interpreted alongside the official regional definitions and separately listed destinations. A general rate for Asia must not be applied to separately listed destinations such as Japan and Vietnam. “Europe” in the rate table is also not the same as the European Union; it includes destinations such as the United Kingdom, Switzerland and Norway.

Middle East / Indian Subcontinent / Africa Group 1 includes Afghanistan, Bahrain, Bangladesh, Bhutan, Egypt, Jordan, Kuwait, Kyrgyzstan, Maldives, Nepal, Oman, the Palestinian Autonomous Territories, Saudi Arabia, Sri Lanka, the United Arab Emirates and Uzbekistan. Group 2 includes South Africa, Nigeria, Kenya, Pakistan, Qatar, Kazakhstan and other destinations. See page 4 of the official PDF for the full list.

Which Services Are Classified as Priority and Economy?

The official rate table classifies the following products as Priority services: FedEx Envelope, FedEx Pak, International Priority(IP), International Priority Express(IPE), International Priority Freight(IPF), International First(IF), FedEx 10kg Box, FedEx 25kg Box, International Priority DirectDistribution(IPD), International Priority DirectDistribution Freight(IDF) and International Connect Plus(FICP).

Economy services include International Economy(IE), International Economy Freight(IEF), International Economy DirectDistribution(IED) and International Deferred Freight(FDF). Confirm whether a particular product is available on your chosen route when shipping.

How to Estimate the Surcharge for a 20 kg Shipment

Assume a shipment from mainland China to the United States has an applicable weight of 20 kg and is subject to the demand surcharge rates in the announcement:

  • Priority services: 20 × 13.9 = RMB 278.
  • Economy services: 20 × 8.4 = RMB 168.
  • The difference in demand surcharges is RMB 110, but this is not the difference in total shipping charges between the two services.

For a shipment to Europe, also calculated at 20 kg, the demand surcharge is 20 × 12.5 = RMB 250.

The amounts above illustrate only this demand surcharge. They exclude base shipping charges, the fuel surcharge, other handling surcharges, and destination-country duties and taxes, and do not represent a final quote through an agent. The official footnotes specify a minimum charge of 1.8 yuan per shipment; actual applicability and billing currency conversion are subject to the account quote.

Scope of the New Schedule

The demand surcharge and fuel surcharge are separate charges. This announcement cannot be used to determine whether fuel surcharge rates have increased or decreased. For fuel surcharge rates, check the current schedule for shipments originating in China separately.

The official PDF also lists mainland China export, ImportOne import, and Global Third-Party (G3P) services. Taking Vietnam as an example, the rate for exports from mainland China to Vietnam remains 0; in the new schedule, the ImportOne rate for shipments from Vietnam to mainland China is 1.3 yuan/kg. The rates for these two directions are not interchangeable.

FedEx states that the published amounts are indicative and may vary depending on the rate level or tariff registered to the customer; FedEx may change the rates, duration, applicable regions, and exemption arrangements. Account customers can log in to FedEx “Rates & Transit Times” to check actual charges. For shipments through an agent, the charges are subject to confirmation for the selected channel at the time of shipping.

Sellers shipping after November 2 can first calculate the demand surcharge based on the relevant destination and service tier, then check the channel’s total quote for that day. The new schedule maintains the mainland China export rates and does not specify an end date.
