Exporting Lathes, Milling Machines, Grinding Machines and Drones from Shanghai Pudong: Dual-Use Export Control Declaration Requirements

According to a notice on standardized customs declarations for express shipments forwarded by the Shanghai Pudong export channel, shipments involving lathes, milling machines, grinding machines, drones and related items must be checked for export control status. Remarks, specifications, intended use, and prohibition or restriction control information must be completed as required. Even if the goods are not subject to export controls, their declaration documentation must still be completed in accordance with the notice.

Requirements Specified in This Notice

Lathes, Milling Machines, Grinding Machines and Similar Material Processing Equipment

The notice covers lathes, milling machines, grinding machines and material processing equipment with similar functions. It also lists the first four digits of the relevant HS codes: 8458、8459、8460.

For goods within this scope that are not subject to prohibitions or restrictions, the notice requires the following:

  • Enter “Not subject to export controls” in the “Remarks” field.
  • Include specifications, intended use and other information in the declaration elements.

Drones and Related Items

The notice specifies that drones and related items must follow the same requirements above. Related items referred to in General Administration of Customs Announcement No. 78 include unmanned aircraft, unmanned airships and related equipment and components, civilian counter-unmanned aircraft systems, and other items.

Goods Subject to Prohibitions or Restrictions

For goods subject to prohibitions or restrictions under the announcements mentioned above, accurately complete the corresponding information in the “Prohibition/Restriction Control Identification Code” and “Prohibition/Restriction Control Declaration Elements” fields of the customs declaration form, complete the declaration elements in the prescribed format, and enter the dual-use item control code.

Relevant Announcements and Declaration Documentation

This guidance concerns General Administration of Customs Announcements No. 77 and No. 78 of 2026. Both announcements took effect on June 30, 2026.

According to the announcements, items subject to export controls must have their control status stated in the remarks field of the customs declaration form, along with the corresponding dual-use item export control code. Prohibition/restriction control declaration elements can be found in the “Parameter Query” section of the “China International Trade Single Window.”

Before making a declaration, prepare complete specifications and model details, technical parameters, intended use information, and relevant technical documentation. Contracts, invoices, technical documentation and other documents must accompany the customs declaration, and the declared information must be consistent with the documents and logistics information. For Category C express shipment customs declarations, accurately enter the item name and description under “Other” in the “Specifications and Model” field. Supporting documents may be submitted on paper, on optical disc or by other methods.

Customers exporting the above goods through Shanghai Pudong should provide product documentation to their customs declaration personnel before handing over the goods and submitting the declaration, and check the declaration details against this channel notice.
